How to Save a Photo as a PDF on Windows, Mac, iPhone and Android
A form wants a PDF and all you have is a picture. Here is how to turn one photo into a PDF with the tools already on your device, and how to get the page size right.
Here is how to save a photo as a PDF: open the picture, choose Print, and pick a PDF printer instead of a real one, such as Microsoft Print to PDF on Windows or Save as PDF on Mac and Android. On iPhone, the Files and Preview apps convert a photo to PDF directly. On any device you can also turn a picture into a PDF in the browser with a JPG to PDF converter.
This guide is about one picture, such as a photo of an ID card, a signed page or a certificate. The steps are short, but the page size you choose decides how the PDF looks when someone prints it.
Why a form asks for a PDF instead of a photo
- Fixed format. Application portals often accept only PDF so that every upload opens the same way.
- Printing. A PDF has a real page size, so an office printer puts your picture on A4 or Letter paper without guessing.
- Compatibility. A PDF opens on any computer, while an iPhone HEIC photo may not.
- Later additions. A PDF can be merged with other documents into one file.

How to save a photo as a PDF on Windows 11
Windows 11 includes a virtual printer called Microsoft Print to PDF. It writes a PDF file instead of putting ink on paper.
- Open the photo in the Photos app (double click it in File Explorer).
- Press Ctrl+P, or open the three dots menu at the top and choose Print.
- Under Printer, choose Microsoft Print to PDF.
- Check the paper size and orientation, then click Print.
- Choose a folder, type a file name and click Save.
The photo lands on a standard sheet of paper. If it looks too small or cut off, check the fit and margin options in the same print window before you print.
Microsoft Print to PDF is installed on Windows 11 by default. If it is missing from the printer list, it may have been turned off in Windows Features; a browser converter works without it.
How to save a photo as a PDF on a Mac
With Finder Quick Actions
Select the photo in Finder, Control click it and choose Quick Actions, then Create PDF. Enter a name when asked, and the PDF is saved next to the original photo.
With Preview
Open the photo in Preview and choose File, then Export as PDF. For a paper sized page instead, choose File, then Print, click the PDF button at the bottom and choose Save as PDF. The print dialog lets you set the paper size and the scale first.
How to save a photo as a PDF on iPhone
An iPhone offers three routes, all without extra apps.
From the Photos app
- Open the photo and tap the Share button.
- Swipe up and tap Print.
- In the print options screen, tap the Share button at the top. If you do not see it, pinch outward on the page preview first.
- Tap Save to Files, pick a folder and tap Save.
From the Files app
Save the photo to Files first (Share, then Save to Files). Then touch and hold the image in Files, tap Quick Actions and tap Create PDF. The new PDF appears in the same folder.
From Preview in iOS 26
Open the image in the Preview app, tap the Actions Menu button next to the file name and tap Export. Choose PDF as the format. Apple's guide to exporting in Preview on iPhone lists the other formats and the size slider.
If the photo is of a paper document, the scanner usually gives a cleaner result than a plain photo. Our guide on how to scan documents on iPhone shows where to find it.
How to save a photo as a PDF on Android
Android has a system printer called Save as PDF. Where you find the Print command depends on the app and the phone brand.
- Open the photo in your gallery app or Google Photos.
- Look for Print in the three dots menu or in the Share options. Some gallery apps do not show it.
- At the top of the print screen, choose Save as PDF instead of a printer.
- Tap the down arrow to set the paper size and orientation.
- Tap the PDF button, choose a folder and save.
If your gallery has no Print option, open the image in Chrome and use the menu, then Share, then Print, which Google documents for Chrome on Android. The browser converter below is another route that works the same on every brand.
Turn a picture into a PDF with FileKiwi
The JPG to PDF converter works in any modern browser, so the steps are identical on a PC, a Mac and a phone.
- Open the JPG to PDF page and add your photo (tap to pick it from the camera roll, Files or a folder).
- Choose the page size: Fit to image, A4 or US Letter.
- Pick an orientation (Auto, Portrait or Landscape) and a margin (None, Small or Large).
- Convert and download the PDF.
The PDF is built in your browser. Photos are stored inside the PDF as JPG at 90% quality, and very large images are scaled to 4000 pixels on the long side, which still prints sharp on a full page. A copy of the photo you add is kept in a private folder on our server for 30 days and then deleted; the PDF itself is not stored.
For an iPhone photo in HEIC format, use HEIC to PDF, which reads HEIC directly, even on a Windows PC without the HEIF extension.
Which page size to choose
| Page size | What the PDF looks like | Use it for |
|---|---|---|
| Fit to image | The page has the exact shape of the photo, with no white border | Reading on screen, sharing in chat, portfolios |
| A4 | 210 x 297 mm page with the photo scaled to fit | Printing and official forms outside North America |
| US Letter | 8.5 x 11 in page with the photo scaled to fit | Printing and forms in the United States and Canada |
For documents that will be printed, add a Small margin. Most office printers cannot print to the very edge, so a picture with no margin may lose a thin strip on each side.
Orientation matters too. With Auto, a landscape photo gets a landscape page and a portrait photo a portrait page, so neither is shrunk to fit sideways. Pick Portrait only when a form demands upright pages.
Fix common problems before you send it
- Too much table or floor around the paper. Trim the edges with Crop Image before you convert, so the document fills the page and the text is larger when printed.
- The photo is sideways. Turn it with Rotate Image first. Phone photos sometimes look upright in the gallery but not in other apps.
- The PDF is too large for a form. A full resolution phone photo can make a PDF of several megabytes. Shrink it with Compress PDF, which keeps the page size.
- The text in the photo is hard to read. No converter can add detail that was not captured. Retake the photo in good light, with the phone held flat above the page.
- Part of the picture is missing. Choose Fit to image or add a margin, so the whole photo stays inside the printable area.
Which method to pick
Use the built in print route when you are at your own computer and need a PDF once. On iPhone, the Files Create PDF action is the fastest, and Preview gives you more control on iOS 26.
Before you upload an ID or a signed page, think about who will see it. Crop away anything that is not needed, such as other cards on the table, and keep the original photo until the PDF has been accepted.
Use a browser converter when you want the same result on every device, need a set page size such as A4, or have an iPhone HEIC photo on a Windows PC. Either way, open the PDF once before you upload it and check that the whole photo is there and the right way up.
FAQ
How do I save a photo as a PDF on my phone?
On iPhone, save the photo to Files, touch and hold it, tap Quick Actions and then Create PDF. On Android, open the photo, choose Print from the menu or Share options and select Save as PDF as the printer. On either phone you can also use a JPG to PDF converter in the browser.
How do I turn a picture into a PDF for free?
Use the tools built into your system: Microsoft Print to PDF on Windows, Quick Actions or Preview on a Mac, Files or Preview on iPhone, and Save as PDF on Android. A free browser converter such as FileKiwi JPG to PDF works on all of them, with no signup and no watermark.
Does saving a photo as a PDF reduce quality?
Usually very little. Print to PDF routes keep the photo at good quality, although they scale it to fit the paper size you pick. FileKiwi stores photos inside the PDF as JPG at 90% quality and limits the long side to 4000 pixels, which is still sharp on a printed page.
Why is my photo PDF so big?
Modern phone cameras take photos with many megapixels, and the PDF carries that full image. For an upload limit, compress the finished PDF, or resize the photo before converting it. A single page PDF made from a phone photo usually compresses well at the Recommended level.
Can I save an iPhone HEIC photo as a PDF on Windows?
Windows only shows HEIC photos after the HEIF Image Extensions are installed, so the Print to PDF route may not work. A browser tool that decodes HEIC, such as FileKiwi HEIC to PDF, converts the photo without installing anything on the PC.
